Some even go to the extent of saying that if someone lust after a woman with her eyes; he should go on to finish committing the sin by sleeping with her.
But what our Lord Jesus was saying about looking at a woman with lust, was meant to guide us against giving way for the sin of adultery; which begins in the human heart.
“For out of the heart proceeds evil thoughts, murders, adulteries, fornications, thefts, false witness, blasphemies.
Mathew 15:19
So what this means is that once you realize that the lust for a woman is beginning to rise in your heart; you should immediately expel it before it leads you to go and try sleeping with her.
I guess that was why Jesus also said that; we should plug out our eyes instead of allowing them to lead us into sin.
For it is better to enter heaven with one eye than to go to hell fire with both eyes (Mathew 5:29).
